5) Financial Review October statement:

  • Income/Dues delinquencies: one homeowner over 3 months delinquent. Request approval for waiver of late fees.  Resident is new to the neighborhood, recently registered.
  • Financial investments: Michael L. to propose staggered CD investment options at next BoD meeting.
  • Expenses: October expenses totaled $15,380.23.  Two large expenses $5,125 NW Aquatic EcoSystems, Inc. for Lake treatments for the year and $4,735.51 AC Custom Metal Work, LLC for limited access gate construction. Two adjustments applied to correct errors: $232.30 General Maintenance expenses and $1,085.91 Wildlife Wizards, LLC Lake Pest management.
  • Reserve Balance: $75,169.23

6) New Business

  • Proposed event/activity for LWW Community: Susan L. – proposed “Little Library” in a community space at Lake Winterwood. Purpose: to provide a community resource for everyone to enjoy.  Thorough outline included: Pros/Cons, placement consideration, Cost: up to $500 for purchase, shipping, installation.  Susan offered to monitor for at least the first year. Board to review, research further and bring to a vote at next board meeting 12/11.
  • Short Term Rentals: Resident voiced concern on whether short term rentals (Airbnb) are permitted in Lake Winterwood. Our CCRs address Rental Properties (Section 9), Businesses (Section 5) and Nuisances (Section 4). The Board felt LWW has sufficient Covenants and Rules in place at this time to deter short term rentals. Board to follow up with concerned homeowner to ensure all questions/concerns are addressed.
  • Multiple emails per household: Our current MyHOA-online management system only allows one email per household. A second email is allowed for members of the Board (confidential Board business).  Homeowners have asked to have additional emails for direct individual contact (receipt of newsletter, important notices, etc.) Elizabeth will follow up with Eydie to see if the MyHOA system can accommodate.  Michael L. to look into a test mailing list on our shared platform.  Follow up will be added to our next BoD meeting agenda, 12/11.
  • Waiver of Late Fees for new homeowner: Board approved waiver of late fees for new homeowner.

7) Old Business

  • Issue 20783 – Nuisance violation: Dave and Elizabeth to schedule visit with homeowner
  • Issue 20768 – 2023 HOA management contract update 12/1/23: Need for all Board members to review before Dave C. signs off.
  • Issue 11342 – Limited Access Gate update: AC Custom is constructing gate. E-Notice to community went out 11/10. Working with City on final signage.  Onsite visit with Bob Lindskov, City Engineer scheduled for Wed., 11/15 at 11 am.
  • Issue 19914 – Greenbelt tree removal – City approved. Work scheduled for Monday, Nov. 20.
  • Issue 17006 – Small Lake shore damage status: PLM revised proposal $14,983.94 approved (Install 80ft. Bulkhead of rip rap rock along fence line to prevent settling due to damage from Nutria/Muskrat burrowing). Dave to sign off and send to PLM to schedule work.
  • Issue 20577 – Swale 1 clean up: clean up complete and ready for small lake shore damage repair.

Events: Halloween Spooktacular result: Another great success, Thanks to Amanda M and volunteer team for coordinating.  29 children participated in the event.  Awards were presented for “Scariest" costume (Ameer Alneema for SCREAM), “Funniest" costume” (Corrigan Dante for Hedwig) and “Most Creative” costume (Johanna Glover for Butterfly). 

Prep for Holiday Lights/Walkabout: Dwight M. to lead

Communications: Working with Maint. Committee on survey to remove newspaper boxes.

Maintenance: Status: Survey community to remove newspaper boxes on mailbox kiosks.

Safety: upcoming committee meeting Tuesday, 11/14, 7 pm, lot #93
