5) Financial Review September statement:

  • Income/Dues delinquencies: two homeowners over 4 months delinquent. With new LWW Collection Policy any payments received will be applied toward oldest payment due. Late fees and interest will continue to be applied until balance is paid in full.
  • Financial investments: Chriss G. asked if the board/HOA has looked into investing reserve dollars in CDs to generate a higher interest rate of return on investment. Eydie stated that LWW has looked at this in the past but was concerned with tying up the money and that interest rates had dropped at the time of consideration. She stated   other HOAs have CDs in place with Edward Jones or preferred bank accounts for time frames of 9 months to 1 year. Michael L. to look at reserve study and see if there is an option to do staggered investments.
  • Expenses: September expenses totaled $4,621.72
  • Reserve Balance: $74,112.58

6) Old Business

  • Issues 19795 – weeds in ditch management – Post card sent, no response. Next step send letter outlining daily fines applied until issue resolved.
  • Issue 11342 – Limited Access Gate update: Right of way permit submitted to City of Covington, waiting for final approval. Reimbursement for $1,039 F23-005 fire permit fee posted 9/25/23 ($1,759.35 original fee paid). Discuss upcoming concerns – access to homeowners, parking availability, fire lane marking at next BoD meeting on 11/13.
  • Issues 20577 – Swale 1 clean up $6498.62 approved – PLM began clean up on 10/9. Dave C. to follow up with Kevin, PLM, to walk site, evaluate clean up and discuss suggested next steps – rip rap, retaining wall.        
  • Need for additional Dogi-Pot holders on upper west walkway: reviewed sign options. Cost of holder approximately $100 + tax. Board voted to add one Dogi-Pot holder.  Elizabeth T. to order.     

Board Member Action item status:

  • LW Committee updates:

Board Chair committee assignments, confirm committee lead, next committee meeting schedule.  Tabled to next board meeting so that Eydie can check with insurance agent on any requirement for each committee to have a board member chair.  She will review the contract for committee member liability language.  Chriss G. is acting liaison with committee Leads at this time.

  • Events: Prep for Halloween Spooktacular – Elizabeth to check in with Amanda M. to see if she will step in as Lead for the Events committee.
  • Communications: establish next meeting to discuss goals
  • Maintenance: Benches by sport court – natural stain. Survey community to remove newspaper boxes on mailbox kiosks.  Rick will get the sport court benches stained.  All  other benches, bridges and decks are stained.  Rick is working with George to repair damage to support boards on northeast bridge.  PLM damaged the boards when driving their equipment over the bridge.  Rick will coordinate reimbursement from PLM.

7) New Business

  • New Safety Committee: Lead: Lindsay C. – proposed outline of Safety Committee. She is already doing research reviewing case studies to come up with ideas on what currently works in neighborhoods. Creating a LWW Block Watch is a focus.  She would like to have a board member involved in the upcoming committee meetings.  Lindsay will reach out to Block Watch interest list participants to encourage participation on the Safety Committee.  Lindsay will coordinate with Chriss G. on results and next steps.

Kent Block Watch 101 presentation hosted by Kent Police 9/28/23: Elizabeth T & Lindsay gave a brief overview.  Kent has a Neighborhood Response Team and Community Education Unit that focuses specifically on crime prevention.  Kent has a similar CPTED (Crime Prevention Through Environmental Design) program as Covington.  The presentation offered Kent crime statistics, reporting crime and the benefits of Block Watch.  It was a good opportunity to do some research on what we could do to establish a LWW Block Watch.  Elizabeth has inquired with Covington Police Chief Easterbrook to see if Covington will be offering a program similar to Kent.  Chief Easterbrook has it on his list of items to address in the near future.
