5) Financial Review June statement:

  • Income/Dues delinquencies: one homeowner over 4 months delinquent. Prompted new business item: update LWW collection policy
  • Expenses: June expenses totaled $5,415.90
  • Reserve Balance: $70,942.79

6) Old Business

·        Issue 11342 – Firegate update: Vendors revised bids with updated specs.  A third bid was received however it was not cost effective.  Board approved AC Custom Metal Works, LLC.  Will await final bid with costs for knox box, additional bollard and final specs.  Submit fire permit application.

·        Issue 17006 – Small Lake Shore Damage – Wildlife Wizards extended their agreement for an additional week.  They have trapped 2 muskrats to date.

·        Issue 19217 – ACC Tree Removal – still need photos from homeowner and City approval.  Eydie to follow up.

·        Board Member Action item status:

Public Safety Forum – status Trespass Notice to LWW.  Board elected to table the trespass notice at this time.  Suggested creating a Neighborhood Watch Program and develop a phone tree specific to this program.  A Neighborhood Watch interest sheet will be circulated at NNO.  Dave C. to manage.

Irrigation System – front entrance system is not operating properly.  On 6/16, Dave C., Elizbeth & Mike T and Bill C. (Elizabeth’s brother, a Landscape Contractor in San Diego) did a walk about diagnostic assessment of the sprinkler system.  Two out of 12 zones were operable, valve box wires were disconnected, valve and vault were engulfed in tree roots.  Black poly feeder lines and wiring are exposed. Dave, Elizabeth and Michael L. also met with Kevin K., Pacific Landscape Management AM.  Kevin suggested conducting a thorough assessment.  Board approved irrigation assessment not to exceed $700.

Reserve Study – Onsite visit completed 6/30 by Cedcore.  Dave C., Michael L. and Elizabeth met with JR. Final report to be sent to MyHOA-online.  Eydie has requested the report be completed by 7/15.  The board will need the report to finalize 2024 budget by next board meeting on 8/14.  Eydie will then prepare the annual meeting notices and mail to homeowners.

·        LW Committee updates:

Events: July 1st 4th of July Bike Parade: Congratulations Amanda M. and Amy L for coordinating. A huge success!

National Night Out 8/1: Banner being updated by Carol M.

Communications: National Night Out 8/1 flyer and neighborhood survey in process. 

Maintenance: Clean-up day July 8th was a HUGE success!  23 volunteers participated.  Volunteers completed several projects and kicked off some of our ongoing cleanup.  Special thanks to our Maintenance Committee Lead, George Tantzen, for coordinating the project clean up!

7) New Business

  • Continue 2024 budget discussion: areas of focus: swale management (weed control), upgrade to playground (refresh wood chips/equipment), possible carryover of unused funds from 2023 to mitigate any increase to homeowner dues.  Budget to be finalized by next board meeting, 8/14.
  • Update LWW Collection Policy: Legislative updates adopted by HB 1636 resulting in significant changes to Association collections. This new law is effective July 23, 2023.  The update will cover the LWW HOA for law changes related to collections.   Board needs to vote to approve Sound Legal Partners updating our collection policy.   SLP estimated costs to update typically run $400.  SLP is offering 40% discount to associations that have had their policy updated by them within the last five years.  An issue will be created for board members to vote.
